Labor Unions Can't or Won't Help Non-Members Who Are Unemployed

Problem description

I would like to get a job either with a labor union or through a labor union. Working with or through a union, in my opinion, would give me a fair shot at getting a job that pays a wage or salary that will allow me to meet the reasonable REAL and ACTUAL costs of living.

It amazes me that labor unions have not gotten in on the "job development" scene. I understand that there are a lot of federal dollars available for this purpose.

Questions:
Does federal law impede unions in this sort of organizing?
It seems to me that chronically unemployed and under-employed people would represent a great source of union members.

Do unions themselves lack the motivation to organize such people?
