I don't really get what the problem is with having so many layers of government. Are you saying that there is too much bureaucracy? What does "unwieldy" mean?
I hope I've made my problem description clearer. Unwieldy to me means to bureaucratic, too rigid, too inflexible, too heavy-handed. There is very little in the way of accomplishment. I personally have experienced this phenomenon during the past 18 months while being involved with the social service system in my vain efforts to find work. I also believe that there needs to be far more accountability regarding the non-profits that receive contracts to run programs to assist the poor and chronically unemployed.
