The most urgent need at the present time is for Congress to require public schools to sign a pledge that no child can be denied entry because of refusal to be vaccinated against human papillomavirus, and also require that any school with an HPV program may offer the vaccine only on a parental "opt in" basis, not "opt out." Congress should also require the schools to get written parental consent before subjecting their children to mental health screening.
It does not appear that the solution offered addresses unplanned pregnancies. Abstinence as a solution has been available throughout history, and has not realistically been up to the task. Nor has the prevailing health education offered through middle school and high school had much impact on behavior. I do think we have to learn more about what factors determine which girls have unplanned pregnancies and those who don't. If early access to birth control is THE factor, then perhaps we need to study the barriers to such access and offer solutions.
