It does not appear that the solution offered addresses unplanned pregnancies. Abstinence as a solution has been available throughout history, and has not realistically been up to the task. Nor has the prevailing health education offered through middle school and high school had much impact on behavior. I do think we have to learn more about what factors determine which girls have unplanned pregnancies and those who don't. If early access to birth control is THE factor, then perhaps we need to study the barriers to such access and offer solutions.

Problem description

Currently, about half of all pregnancies in the United States are unplanned -- which translates roughly into three million unplanned pregnancies each year.

Although teen pregnancy in the United States have declined by about one-third since the early 1990's, three in ten girls in the United States get pregnant by age 20. The U.S. still leads the fully industrialized world in teen pregnancy by a wide margin. In fact, the U.S. rates are nearly double those of Great Britain, at least four times those of France and Germany, and more than ten times that of Japan.
