Stephen Barchet is the managing partner of Benefit Payment $olutions, a Limited Liability Company which consults on matters of electronic financial message interchange. And, he is the Coordinator of Health Plan for Life (HP4LifeSM), a model and concept developed and placed in the public domain for implementation and test in both public and private sectors. Serving in the Navy first as an obstetrician-gynecologist and later in various executive positions, he completed over 27 years active military service. His final assignment was Deputy Surgeon General and Deputy Director of Naval Medicine. After retiring from active Naval service in 1983 he provided consulting services in the private sector initially emphasizing needed efficiencies in military health benefits and related programs. A past member of the editorial board of Managed Care Outlook, Barchet participates in numerous professional and civic organizations. He was principal investigator of the 1995 study of Medical Savings Account Programs funded by the J.W. Murdock Charitable Foundation. As Project Manager he oversaw the Defined Health Contribution Project (DHC). Barchet co-edited and co-authored project deliberations in an April 2001 publication - a How To What To Primer for small employers who want to understand and offer Defined Contribution Health Benefits for their employees. Barchet currently coordinates efforts to facilitate, enhance and expand understanding of the economic and health effects in both public and private sectors under various methods of financing Health Benefits and purchase of health services. He is the Coordinator of the Health Plan for Life (HP4Lifesm) – a strategy and method for improving the health of people and stabilizing the inevitable growth in healthcare spending. A draft form of the HP4Lifesm Model and Concept was reviewed, modified, and refined at a two-day Workshop convened September 2003 at South Seattle Community College. Barchet retired recently from the governing board of the Seattle-based Hope Heart Institute and as chairman of the Education Committee. He is a member of the Advisory Group for the Washington Health Foundation. Finally, he is an uncompensated officer acting as advisor to the CEO of the Abrige Corporation, a business intelligence software company based in Bellingham, WA. He advocates responsible market based enterprises, patient engagement in their own health, informed consumers, and individual empowerment.
