Greg D’Angelo
Research Assistant, Center for Health Policy Studies
At Heritage, Mr. D’Angelo conducts research on health care topics including health care reform, Medicare, Medicaid, the State Children’s Health Insurance Program, state reform initiatives, prescription drugs, and other health care issues. Before joining Heritage, Mr. D’Angelo worked at The American Enterprise Institute for Public Policy Research (AEI) as a policy intern in the Office of former Speaker of the House of Representatives Newt Gingrich. Prior to AEI, Mr. D’Angelo was a participant in the Governor’s Internship Program in New Jersey and an intern at the John Locke Foundation, a state-based think tank in Raleigh, North Carolina. Mr. D’Angelo earned a Bachelor of Arts in Political Science (with a concentration in American Politics) and Public Policy Studies and was awarded a certificate in Markets and Management Studies (with a focus on Entrepreneurship, Leadership, Values, and Ethics) at Duke University in Durham, North Carolina. He also has studied at Cite Universitaire de Geneve in Geneva, Switzerland and the University of New South Wales in Sydney, Australia.
Robert E. Moffit
Director, Center for Health Policy Studies
Dr. Moffit has over two decades of professional experience in Washington, focused heavily on federal health policy.
Dr. Moffit served in President Ronald Reagan’s Administration, where he was appointed Deputy Assistant Secretary for Legislation at the United States Department of Health and Human Services. Before his service at HHS, he was appointed by the Reagan Administration as an Assistant Director of the United States Office of Personnel Management, with responsibilities for both federal personnel policy and Congressional relations. After federal service, Dr. Moffit was a senior associate of the Capitol Resources Group International, where he assisted clients primarily in the field of federal health care policy. He joined the Heritage Foundation in 1991. Dr. Moffit has worked closely with federal and state lawmakers in designing and drafting health care reform legislation including, most recently, certain features of the heath insurance market reforms enacted in 2006 in Massachusetts.
Dr. Robert Moffit has earned three degrees in political science: his Bachelors from La Salle University in Philadelphia, and his Masters and Doctorate from the University of Arizona.
